Returns the queue's owner, default type/priority, and — when expand is set — its issue
types, versions, team, workflows and per-type resolution config. Sibling queues_list
enumerates every queue; pass one of its key values here.

actions, each mapping an access level (READ/WRITE/GRANT) to users/groups/roles,

ACL first with entities_permissions_get.
NOTE: intentionally dict (not a typed model) — the wire shape nests READ/WRITE/GRANT
under grant/revoke verbs (see references/yandex-360/tracker/ru/api-ref/entities/
patch-access.md); the existing ExtendedPermissionsUpdate/AclInput models describe
a different (direct READ/WRITE/GRANT) shape and would misrepresent this endpoint's real
body. Allowlisted in tests/test_architecture.py pending a correctly shaped model.
